Yes, the homepage you link to is perfectly clear and elegant and anyone (dare I say, even a child?) could understand it.

But when you click either link you land on lengthy all-text pages full of glaze-inducing legalese.  Heck, the first links to the original bill as passed by Congress. I don&#039;t think anyone would describe the language of federal legislation as &quot;simple&quot;.

If they really wanted to help people understand and comply with COPPA they would have looked for ways to make that information more scannable and digestible. A checklist maybe. Or a list of examples.
